County Times: Barton Russell - Advocating for Small Towns

Former President Ronald Reagan once called Bart Russell “the voice of small town America.” Mr. Russell has fought the good fight for small towns in Connecticut, and has been both a leader and advocate for small towns by leading the municipal advocacy organization Connecticut Council of Small Towns (COST) for 18 years—and serving for the same amount of time as CEO of the National Association of Towns and president of its National Center for Small Communities.
